hmm, the one time a guy said that exact same thing to me, it turned out that he was indeed interested in me and was trying in a round-about way to find out if i was interested in him.
in my experience, if a guy wants to ignore the signals you’re putting out, he’ll just flat-out ignore them; he won’t try to be subtle about it.

If a guy tells you that, that’s his way of trying to come across as being sensitive and self-aware, while also giving him the option of pretending he never knew you were interested when he fucks your best friend.
